Once again the Financial Times has something missing from the other papers. In Hill testimony yesterday, Secretary Clinton said "We are in a competition for influence with China" especially in the Pacific. The article[which I regret I can't link to] is headlined, "U.S. struggling to hold role as global leader, Clinton says."
She was making the case against further reductions in international affairs spending, and perhaps this is the only argument that might persuade Republican members. But it's surprising nonetheless.
